# How much does a public-sector website cost in Poland?

What Polish offices, hospitals and universities pay for websites and portals, how many companies bid and what drives the price up.

Budget too little and the tender gets cancelled. Budget too much and questions follow. We checked what Polish public institutions actually paid for websites and portals over the last two years.

## What a website costs

A typical website or portal costs **PLN 167k net**. Half of the contracts fall between PLN 70k and PLN 493k. The biggest factor is whether it's a plain institutional website or a portal with services for citizens:

| Type | Typical price | Usually | Contracts |
|---|---|---|---|
| Institutional website | PLN 113k | PLN 54k–239k | 64 |
| Web portal or platform | PLN 244k | PLN 110k–1.5m | 35 |

> Typical price is the median: half of the contracts were cheaper, half more expensive. Budget with the range, not a single number, because scope can change the price several times over.

## What drives the price up

- **Content migration.** Moving thousands of pages and documents can cost more than the design itself.
- **Integrations** with document management, the public information bulletin (BIP), payments and domain systems.
- **E-services.** A portal with user accounts is closer to a system than a website.
- **Accessibility and languages.** WCAG 2.1 AA is mandatory. On top of that come testing, translations, sign-language videos and easy-to-read text.
- **Maintenance included.** If the contract covers several years of support, its value goes up a lot.

## Maintenance after launch

A separate contract for maintaining and developing a website or CMS typically costs **PLN 370k net** for the whole contract (54 contracts). Decide early whether maintenance belongs in the build tender. Otherwise offers are hard to compare.

## How many will bid

The typical number of offers is **6**. 21% of tenders got just one. The winning offer is usually 19% below the buyer's estimate.

## Why tenders fail

Across the database, 7% of cancelled tenders failed because every offer was above the budget. In 65% nobody bid at all. So base the budget on prices of similar contracts, not on whatever amount happens to be in the financial plan.

## How to estimate the budget

1. Decide whether you need an informational website or a portal with e-services.
2. Count the content to migrate and the integrations. These drive the price most.
3. Find similar contracts in the [price database](/en/app/#/pricelist). You can filter by type of institution and region.
4. Price maintenance separately.
5. Aim for the middle of the range, not its lower end.
